CAPITAL PROJECTS

The Capital Improvement Plan development begins in August of each year, and the plan is approved by the Board of Supervisors at the same time as the annual operating budget in April or May.

A Capital Project has a minimum established cost of $50,000 and a minimum useful life of five years. Generally, a capital project should either be a major expenditure for construction, purchase of land and existing structures, a communications and Information Technology project, or high dollar equipment apart from vehicles.

Sheriff Toughbooks

Animal Control Parking Lot

Summary

The paving project at Animal Control includes paving the parking lot, refurbishing, and installing new fencing of the animal runs.

Status Update

The paving of the Animal Control parking lot has been completed, and fencing installation is currently 25% finished. The project is on track to be completed by the end of December.

Older Adult Facility

Summary

An extensive remodel of the dining area and restrooms completed, as well as added storage for the Meals on Wheels supplies. Updated restrooms to meet ADA compliance, kitchen HVAC upgraded, added cabinets, fans, and lighting.

Status Update

The windows facing the market are scheduled for work, and cost estimates are being obtained for new overhangs at the front and side of the building. The kitchen renovation has been completed, and a new sign for the building has been ordered; delivery is pending.

Aberdeen Dredging

Summary

Shoaling at Aberdeen Creek has created detrimental waterway access problems. This project is to dredge the channel and provide safe, convenient, waterway access. The original CIP submission also included Timberneck Creek, but funding is currently only available for Aberdeen Creek. Funding will be sought for Timberneck Creek after completion of Aberdeen Creek.

Historic Building Conditions Assessment

Status Update

The 50% draft report has been received and is currently under review. The 90% draft report is pending, and potential grant funding opportunities are being explored.

Summary

The Colonial Courthouse dates back to 1766. This building and other historic buildings throughout the campus require evaluation for maintenance and historic preservation. This conditions assessment will provide the basis to preserve one of the County's most precious assets. Preservation projects will be requested in future years based on the findings of this condition assessment and available funding opportunities.

Building 4 Renovation

Summary

Building 4 is currently undergoing asbestos removal, waterproofing, electrical rewiring, and replacement of the incoming electrical feed and mechanical ducting so that the space can be utilized without any adverse health or safety risks.

Status Update

A notice of intent to award has been posted, and the contract is being finalized. A drop inlet has been installed, and the project is set to begin on 12/2. Drainage work is 95% complete, with the north side of the building fully finished. A new road and ramp have been completed. Work on the south side is done, but the trench under the sidewalk is still in progress. The necessary materials are expected to arrive the first week of December.

Woodville Park Paving

Summary

This paving project aims to create a second entrance to the parking lot for Fields 1 and 2 at Woodville Park. Currently, the park has only one entrance, which can cause traffic challenges during busy periods with high activity levels.

Status Update

Purchase Orders were issued for Fields 1 & 2 improvements, including the VDOT permit, grading work, and the addition of rock, all planned to be completed before Christmas. Tree clearing at the second entrance was completed. Work on the second entrance is scheduled to begin in early Spring.

Library Renovation

Bus Garage Conversion

Summary

The ‘old bus garage’ has been transformed into the County Garage, Mosquito Control, and Utility Shop.

The building has 6 working bays and a parts bay.  It also has space in the Utilities bays for work benches and repairs of equipment.
The Utilities Field crews also have offices that were renovated and have new lights, new floors, and new paint. With the location having a paved yard as well as the indoor bays. The facility comes with a fueling station that supports the County’s needs and adds redundancy for emergencies.

Sheriff Parking Lot Paving

Aberdeen Pier Rehab

Summary

The County closed two commercial piers to motor traffic in September of 2021 to prevent further damage or harm to users due to the state they were in. This project rehabilitated these piers to be rated for motor vehicle and commercial use.

PR&T ADA Improvements

Woodville Park Fields

Summary

The Woodville Park Fields required improvements due to the inconsistency and unsafe nature of the playable areas on the athletic fields. Prior to project completion, the area was difficult to play on some fields, and nearly impossible to play on other fields. The turf was tough to maintain during severe dry spells without irrigation. With the fields being renovated, safe and playable athletic fields are provided for public use with more play expected and encouraged for years to come.
