Services

Our Engineering Services department staff is responsible for capital contract administration and management of projects. We provide professional engineering services and technical support for construction, renovation and remodel projects on County properties as well as provide these same services to County departments. 

Our engineers assist with the Hazard Mitigation Grant Program by reviewing plans, managing home elevation projects, and serving on the County’s Hazard Mitigation Management Team. We provide solid waste management and contract administration related to the Middle Peninsula Landfill and Recycling Facility, perform post-closure care of the County’s closed landfill, and perform disaster solid waste management planning. We also administer the County’s emergency communications system radio contract.

Capital Construction Projects 2012

  • Construction of an addition to the County's Fire Training Facility is complete.

  • Construction of Phase V of the Colonial Courthouse Village Enhancement Project is complete.

  • Construction of the upper level of the Emergency Communications Center building was completed in 2012 and houses the Emergency Dispatch Center. However, the lower level remained an exterior shell until 2014 when the interior was built out to serve as the Emergency Operations Center and house the Emergency Management department.

Disaster Debris Management

We plan for the disposal of large quantities of debris resulting from natural disasters by assuring that contingency contracts are in place and that the Disaster Solid Waste Plan is up-to-date. Although the County's Disaster Solid Waste Plan (PDF) has only been activated two times, the value of disaster debris planning became evident after Hurricane Floyd and Hurricane Isabel generated large volumes of storm debris.

Disposal Sites

In addition to being an unanticipated expense to the County, large volumes of storm debris can overwhelm convenience centers causing them to be nearly impassable from the overflowing debris and making the delivery of non-storm-related household waste difficult. For these reasons, delivery of storm debris, particularly arboreal debris such as tree limbs, is restricted to the landfill and the Guinea Road site when the plan is activated.

Citizen Role

When the plan is activated, citizens are asked to document that they are bringing in storm debris for disposal. Without the documentation that the storm debris was from private citizens and not from commercial haulers, the County would not be able to request potential reimbursement from FEMA for the County's storm debris disposal costs.

No Wake Zones

In May 2010, the Board of Supervisors amended Chapter 21, Watercraft and Water Safety, of the County Code of Laws. They also established a County of Gloucester Administrative Policy pertaining to No Wake Zones in order to mandate a uniform procedure that will be used each and every time a request for establishment or disestablishment of a no wake zone is received from a citizen. The objective was to implement a policy that will be consistently followed by both staff and Board of Supervisors members so that all no wake zone requests are addressed according to the same procedures.

Procedures

The policy requires that any person who desires the establishment or disestablishment of a no wake zone be directed to the Director of Engineering who will be the applicant's point of contact and who will give the applicant a copy of the policy and its attachments that are necessary for the request to be formally considered and acted on by the Board of Supervisors and the Virginia Department of Game and Inland Fisheries.

It is the County's policy to consider establishment of a local no wake zone by ordinance only in cases where DGIF has disapproved an application for a state approved and enforced zone.

Solid Waste Management

We ensure that solid waste disposal is in accordance with state regulations and that the County's required Solid Waste Management Plan is up-to-date and state approved.

Goals & Objectives for Solid Waste Management

  • Provide a safe, sanitary and environmentally sound waste disposal facility: The County owns a regional landfill, the Middle Peninsula Landfill and Recycling Facility (MPLRF), which is being constructed and operated by Waste Management in a safe, sanitary, and environmentally sound manner. The landfill's capacity together with limits on disposal indicate that the landfill will provide more than 50 years of service to the County. Now, in 2024, it is in the 32nd year of operation and will likely serve us for another 31 years.

  • Provide for the collection of waste: County residents may self-haul their household waste to any of five Convenience Centers (CC) located in the County for disposal at no charge. Hours of operation are Monday through Friday 8 a.m. to 7 p.m. and Saturday 7 a.m. to 7 p.m. The Convenience Center locations are:

    • CC Number 1 located at 6550 Beehive Drive, near the Animal Shelter (and the closed landfill)

    • CC Number 2 located at 3603 Waste Management Way, at MPLRF (the active landfill)

    • CC Number 3 located at 7599 Guinea Road, behind the VDOT Park and Ride

    • CC Number 4 located at Gum Fork at 5122 Hickory Fork Road

    • CC Number 5 located at Dutton at 10403 Burkes Pond Road

  • Provide for collection and disposal of household harmful waste: The County's Clean Community Coordinator oversees the twice yearly household harmful collections provided by Waste Management.

  • Meet state requirements for recycling: The County's Clean Community Coordinator prepares and submits the County's annual recycling report to the Virginia Department of Environmental Quality.

Facility Use

Statement of Policy & Objectives

"The primary purpose of County facilities is to assist the County’s operating agencies in accomplishing governmental purposes. However, it is the policy of the County to permit the reasonable use of appropriate facilities by outside community organizations or individuals when not in use for governmental purposes. It is the intent of this policy to provide a broad framework applicable to all County facilities available for use by third parties. Nothing in this policy, or in acts or omissions pursuant thereto, shall give rise to any liability on behalf of the County, its officers, employees, or agents."

All facilities that are available for use are listed in the policy’s Attachment A (PDF) which also gives the occupancy limit and the Approval Authority for each. The Engineering Services and Facilities Management Directors are the Approval Authority for the following facilities:

Governmental Entities and Non-Governmental Users

As used in the policy, "governmental entities" are federal, state, and local government units, agencies, departments, constitutional officers, courts, boards, councils, commissions, committees, and other affiliated County entities. "Non-governmental users" are qualified private organizations and individual users. To qualify as a non-governmental user, both user and the organization’s or individual’s use must be not-for-profit.

All users shall complete the appropriate facility reservation request form, either the governmental entity form (PDF) or the non-governmental organization or individuals form (PDF) to assure orderly allocation of County meeting sites. Availability, Costs & Insurance

County-owned or leased facilities are generally available during normal County office hours. Weekend and non-business hours use will be considered subject to the facilities’ availability and the availability of any County employees necessary to staff the use. The potential requirement for insurance and fees will be determined during review of submitted facility use request forms.

Revocation & Cancellation

Gloucester County reserves the right to cancel or terminate the use of any facility if it is determined that the facility is needed for use by the County, if the facility is otherwise unavailable due to, for example, power failure, inclement weather, etc. or if the use is inconsistent with, or in violation of, this Policy.
